EEOC Federal Sector Occupation Cross-Classification Table (January 2013)

The following table provides guidance to federal agencies in cross-classifying employees into the nine Federal Sector (FedSec) occupation groups and relevant codes for MD-715 reporting purposes.  Agencies are encouraged to contact the Affirmative Employment Division within the Office of Federal Operations at 202-663-4599 for technical assistance when questions extend beyond what is explained below.  The table contains six columns.  

Column one, entitled "OPM CODE", in descending order, lists every General Schedule (GS) and Wage Grade (WG) code currently in use by the Office of Personnel Management (OPM) for federal occupations.  A small number of these occupations, designated by a numbers sign ("#") are restricted to use by designated Agencies only.  Employees classified into codes that OPM has rendered inactive and are thus not shown below should be reclassified promptly by the agency's Human Resources staff in consultation with the agency's Equal Employment Opportunity Office.

Column two, entitled "OPM OCCUPATIONAL TITLE", applies to the OPM code shown in column one.  Within the official title, agencies may, for internal use, append additional information to distinguish specialized tasks or duties performed within the occupation.

Column three, entitled "FedSec Occ Group (9)", indicates the broad, nine-category occupational classification system used by EEOC for MD-715 reporting.  The nine categories are as follows:

Officials and Managers.

  1. Officials and Managers.
    1. Managers.
    2. Officials.
  2. Professional Workers.
  3. Technical Workers and Technologists.
  4. Sales Workers. (For most Agencies, this column will not apply).
  5. Administrative Support Workers.
  6. Skilled Craft and Repair Workers.
  7. Operative and Transportation Operative Workers.
  8. Laborers.
  9. Service Workers.

Column four, entitled "SOC CODE" refers to Office of Management and Budget (OMB), Standard Occupational Code Manual (2010 edition).  Each SOC code (and title, not provided here) indicates the most precise match, or "cross-map", between each federal occupation and its civilian labor force (CLF) counterpart, as designated by the Department of Commerce, Bureau of the Census (Census) and the Department of Labor, Bureau of Labor Statistics (BLS).  The SOC code contains a two digit prefix, a dash and, usually, a four digit suffix.

In those cases where two, three or four digits of the suffix are replaced by letters X or Y, it was determined that data for two or more similar occupations had to be combined to maintain Census confidentiality rules prohibiting possible disclosure of respondent information.  

Column five, entitled "CENS CODE" is the four digit code identifying each occupation for which EEO data is reported.  Until and including the 2000 decennial Census, this information was collected at ten-year intervals.  Beginning with the 2012 EEO File, this database is derived from the American Community Survey (ACS), which was collected during each year between 2006 and 2010 and then aggregated into the designated format in a timely and methodologically reliable manner.

Column six, entitled "CENSUS OCCUPATION TITLE", applies to the Census code shown in column five.  In some cases the federal and Census titles are the same; they are in all instances comparable.

Employees are assigned to a FedSec group based on their occupation, including individuals who can be in any particular category when they are the first-level supervisor of other individuals who perform similar work, and are themselves qualified to perform such duties.  Agencies that employ blue-collar, WG workers, often are in this situation.

The exception to the sequence described immediately above is found in occupational category 1(b), which consists of non-supervisory officials who hold high level administrative or policy positions, or have jobs doing business or financial work within an agency and, in turn, are directly supervised by managerial employees classified in category 1(a).  Such managers are part of the Officials and Managers category in column three which, in total, is comprised of subcategories (a) and (b).
