Targeted Disabilities

As of September 30, 2008, AID employed 15 (0.59%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 51 IWTD were needed. This represented an increase of one employee over FY 2007 and an increase of 2 employees since FY 2004. The participation rate for FY 2007 was 0.58% and for FY 2004 was 0.58%. Over the 5-year period AID had a net increase of 0.01% in employees with targeted disabilities..

EEO Complaint Processing

I. Counseling

AID timely processed 96.6% of the 29 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Race (Black/African American); (2) Reprisal; and (3) Religion. Of the 13 complaints filed at AID, 3 contained allegations of race (Black/African American) discrimination, 1 contained an allegation of race (Asian) discrimination, 2 contained allegations of color discrimination and 3 contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 4 completed investigations, 75% were timely. AID's average time for completing an investigation was 245 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.

AID's average processing time for all complaint closures decreased from 863 days in FY 2007 to 442 days in FY 2008. The government-wide average was 336 days.

IV. Costs

AID reported no counseling settlements in FY 2008. AID expended a total of $13,830 for 4 complaint investigations, for an average expenditure of $3,457.

AID agreed to pay a total of $146,500 plus other benefits for 2 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 2 complaint closures with monetary benefits, the averageawardwas$73,250.
