Targeted Disabilities

As of September 30, 2008, AAFES employed 706 (2%) Individuals with Targeted Disabilities meeting the federal 2% participation rate goal in its total work force. This represented an increase of 150 employees over FY 2007 and an increase of 78 employees since FY 2004. The participation rate for FY 2007 was 1.62% and for FY 2004 was 1.87%. Over the 5-year period AAFES had a net increase of 0.13% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

AAFES timely processed 71% of the 396 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Reprisal; (2) Race (Black/African American); and (3) Sex (Female). Of the 103 complaints filed at AAFES, 21 contained allegations of race (Black/African American) discrimination, 5 contained allegations of race (White) discrimination, 3 contained allegations of race (Asian) discrimination, 8 contained allegations of color discrimination and 20 contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 51 completed investigations, 29.4% were timely. AAFES' average time for completing an investigation was 210 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.

AAFES' average processing time for all complaint closures decreased from 315 days in FY 2007 to 301 days in FY 2008. The government-wide average was 336 days.

IV. Costs

AAFES agreed to pay $11,000 for 48 pre-complaint settlements, of which 2 were monetary settlements averaging $5,500. AAFES expended a total of $359,130 for 51 complaint investigations, for an average expenditure of $7,041.

AAFES agreed to pay a total of $58,772 plus other benefits for 43 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 18 complaint closures with monetary benefits, the average award was $3,265.
