Targeted Disabilities

As of September 30, 2008, DCAA employed 39 (0.94%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 84 IWTD were needed. This represented a decrease of one employee from FY 2007 and a decrease of 13 employees since FY 2004. The participation rate for FY 2007 was 0.98% and for FY 2004 was 1.28%. Over the 5-year period DCAA had a net decrease of 0.34% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

DCAA timely processed 78.4% of the 37 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Reprisal; (2) Age; and (3) Sex (Male). Of the 18 complaints filed at DCAA, 4 contained allegations of race (Black/African American) discrimination, 1 contained an allegation of race (White) discrimination, 3 contained allegations of race (Asian) discrimination, 3 contained allegations of color discrimination and 2 contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 12 completed investigations, 100% were timely. DCAA's average time for completing an investigation was 196 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.

DCAA's average processing time for all complaint closures increased from 355 days in FY 2007 to 437 days in FY 2008. The government-wide average was 336 days.

IV. Costs

DCAA reported paying no monetary benefits for 7 pre-complaint settlements. DCAA expended a total of $56,864 for 12 complaint investigations, for an average expenditure of $4,738.

DCAA agreed to pay a total of $12,200 plus other benefits for 6 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 3 complaint closures with monetary benefits, the average award was $4,067.
