As of September 30, 2008, DHRA employed 4 (0.44%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 19 IWTD were needed. This represented an increase of one employee over FY 2007 and a decrease of 2 employees since FY 2004. The participation rate for FY 2007 was 0.34% and for FY 2004 was 0.78%. Over the 5-year period DHRA had a net decrease of 0.34% in employees with targeted disabilities.
I. Counseling
DHRA timely processed 100% of the 6 pre-complaint counselings (without remands) completed in FY 2008.
II. Bases of Complaints Filed
The bases of alleged discrimination most often raised were: (1) Disability (Physical); (2) Age, Race (White), and Sex (Female). Of the 4 complaints filed at DHRA, 2 contained allegations of race (White) discrimination, none contained allegations of color, and 4 contained allegations of disability discrimination.
III. Complaint Processing Times
DHRA timely completed the one investigation it reported completing in FY 2008. DHRA's average time for completing an investigation was 92 days.
DHRA's average processing time for all complaint closures increased from 110 days in FY 2007 to 408 days in FY 2008. The government-wide average was 336 days.
IV. Costs
DHRA reported paying no monetary benefits for the one pre complaint settlement it reached in FY 2008. DHRA expended $2,485 for the one investigation it completed in FY 2008.
DHRA agreed to pay a total of $5,000 for its single complaint closure through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions.
