Targeted Disabilities

As of September 30, 2008, DISA employed 55 (0.97%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 114 IWTD were needed. This represented an increase of 2 employees over FY 2007 and a decrease of 2 employees since FY 2004. The participation rate for FY 2007 was 0.95% and for FY 2004 was 1.1%. Over the 5-year period DISA had a net decrease of 0.13% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

DISA timely processed 100% of the 39 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Sex (Female); (2) Race (Black/African American), Race (White) and Sex (Male). Of the 14 complaints filed at DISA, 4 contained allegations of race (Black/African American) discrimination, 4 contained allegations of race (White) discrimination, 1 contained an allegation of race (Asian) discrimination, 1 contained an allegation of color discrimination and none contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 3 completed investigations, 66.7% were timely. DISA's average time for completing an investigation was 208 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.

DISA's average processing time for all complaint closures decreased from 596 days in FY 2007 to 31 days in FY 2008. The government-wide average was 336 days.

IV. Costs

DISA reported no counseling settlements in FY 2008. DISA expended a total of $1,050 for 3 complaint investigations, for an average expenditure of $350.

DISA agreed to pay a total of $51,000 plus other benefits for 2 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For its single complaint closure with monetary benefits, the average award was $51,000.
