Targeted Disabilities

As of September 30, 2008, TREAS employed 1,827 (1.73%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 2,111 IWTD were needed. This represented an increase of 79 employees over FY 2007 and a decrease of 278 employees since FY 2004. The participation rate for FY 2007 was 1.7% and for FY 2004 was 1.9%. Over the 5-year period TREAS had a net decrease of 0.17% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

TREAS timely processed 94.3% of the 843 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Reprisal; (2) Age; and (3) Race (Black/African American). Of the 481 complaints filed at TREAS, 134 contained allegations of race (Black/African American) discrimination, 38 contained allegations of race (White) discrimination, 14 contained allegations of race (Asian) discrimination, 4 contained allegations of race (American Indian/Alaska Native) discrimination, 27 contained allegations of color discrimination and 129 contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 410 completed investigations, 56.3% were timely. TREAS' average time for completing an investigation was 257 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.

TREAS' average processing time for all complaint closures decreased from 474 days in FY 2007 to 453 days in FY 2008. The government-wide average was 336 days.

IV. Costs

TREAS agreed to pay $49,050 for 157 pre-complaint settlements, of which 8 were monetary settlements averaging $6,131. TREAS expended a total of $2,990,763 for 410 complaint investigations, for an average expenditure of $7,294.

TREAS agreed to pay a total of $1,295,321 plus other benefits for 127 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 67 complaint closures with monetary benefits, the average award as $19,333.
