As of September 30, 2008, EEOC employed 65 (2.95%) Individuals with Targeted Disabilities needed meeting the federal 2% participation rate goal in its total work force. This represented an increase of 7 employees over FY 2007 and an increase of 10 employees since FY 2004. The participation rate for FY 2007 was 2.65% and for FY 2004 was 2.23%. Over the 5-year period EEOC had a net increase of 0.72% in employees with targeted disabilities.
I. Counseling
EEOC timely processed 90.4% of the 52 pre-complaint counselings (without remands) completed in FY 2008.
II. Bases of Complaints Filed
The bases of alleged discrimination most often raised were: (1) Race (Black/African American); (2) Reprisal; and (3) Age. Of the 37 complaints filed at EEOC, 11 contained allegations of race (Black/African American) discrimination, 5 contained allegations of race (White) discrimination, 1 contained an allegation of color discrimination and 12 contained allegations of disability discrimination.
III. Complaint Processing Times
Of the 25 completed investigations, 68% were timely. EEOC's average time for completing an investigation was 203 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.
EEOC's average processing time for all complaint closures decreased from 345 days in FY 2007 to 288 days in FY 2008. The government-wide average was 336 days.
IV. Costs
EEOC agreed to pay $25,000 for 3 pre-complaint settlements, of which 1 was a monetary settlement. EEOC expended a total of $94,025 for 25 complaint investigations, for an average expenditure of $3,761.
EEOC reported paying no monetary benefits for 3 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions.
