As of September 30, 2008, FCC employed 19 (1.04%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 37 IWTD were needed. This is the same as the number of employees in FY 2007 and a decrease of one employee since FY 2004. The participation rate for FY 2007 was 1.05% and for FY 2004 was 1.02%. Over the 5-year period FCC had a net increase of 0.02% in employees with targeted disabilities.
I. Counseling
FCC timely processed 100% of the 9 pre-complaint counselings (without remands) completed in FY 2008.
II. Bases of Complaints Filed
The bases of alleged discrimination most often raised were: (1) Race (Black/African American), Disability (Physical); and (2) Sex (Female). Of the 5 complaints filed at FCC, 1 contained an allegation of race (Black/African American) discrimination, and 3 contained allegations of disability discrimination.
III. Complaint Processing Times
Of the 8 completed investigations, 100% were timely. FCC's average time for completing an investigation was 154 days.
IV. Costs
FCC reported no counseling settlements in FY 2008. FCC expended a total of $25,000 for 8 complaint investigations, for an average expenditure of $3,125.
FCC reported no complaint closures through settlement agreement, final agency decision, or final agency order fully implementing an AJ decision in FY 2008.
