Targeted Disabilities

As of September 30, 2008, FTC employed 5 (0.45%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 23 IWTD were needed. This represented a decrease of one employee from FY 2007 and an increase of 1 employee since FY 2004. The participation rate for FY 2007 was 0.55% and for FY 2004 was 0.37%. Over the 5-year period FTC had a net increase of 0.08% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

FTC timely processed 100% of the 25 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Reprisal; and (2) Sex (Female). The single complaint filed at FTC contained no allegations of race, color or disability.

III. Complaint Processing Times

FTC reported completing no investigations in FY 2008.

FTC's average processing time for all complaint closures increased from 0 days in FY 2007 to 192 days in FY 2008. The government-wide average was 336 days.

IV. Costs

FTC reported paying no monetary benefits for 6 pre-complaint settlements. FTC reported completing no investigations in FY 2008.

FTC agreed to pay a total of $7,659 plus other benefits for 2 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For its single complaint closure with monetary benefits, the average award was $7,659.
