Targeted Disabilities

As of September 30, 2008, GSA employed 97 (0.81%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 240 IWTD were needed. This represented a decrease of one employee from FY 2007 and a decrease of 22 employees since FY 2004. The participation rate for FY 2007 was 0.82% and for FY 2004 was 0.94%. Over the 5-year period GSA had a net decrease of 0.13% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

GSA timely processed 92.6% of the 148 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Reprisal; (2) Age; and (3) Race (Black/African American). Of the 93 complaints filed at GSA, 36 contained allegations of race (Black/African American) discrimination, 11 contained allegations of race (White) discrimination, 3 contained allegations of race (Asian) discrimination, 15 contained allegations of color discrimination and 20 contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 68 completed investigations, 94.1% were timely. GSA's average time for completing an investigation was 188 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.

GSA's average processing time for all complaint closures decreased from 434 days in FY 2007 to 343 days in FY 2008. The government-wide average was 336 days.

IV. Costs

GSA agreed to pay $2,917 for 15 pre-complaint settlements, of which 3 were monetary settlements averaging $972. GSA expended a total of $189,283 for 68 complaint investigations, for an average expenditure of $2,783.

GSA agreed to pay a total of $230,592 plus other benefits for 18 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 12 complaint closures with monetary benefits, the average award was $19,216.
