Targeted Disabilities

As of September 30, 2008, GPO employed 37 (1.55%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 48 IWTD were needed. This represented a decrease of one employee from FY 2007 and was the same as FY 2004. The participation rate for FY 2007 was 1.67% and for FY 2004 was 1.54%. Over the 5-year period GPO had a net increase of 0.01% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

GPO timely processed 98.9% of the 88 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Race (Black/African American); (2) Age; and (3) Color. Of the 45 complaints filed at GPO, 14 contained allegations of race (Black/African American) discrimination, 4 contained allegations of race (White) discrimination, 14 contained allegations of color discrimination and 5 contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 20 completed investigations, 100% were timely. GPO's average time for completing an investigation was 167 days.

GPO's average processing time for all complaint closures decreased from 331 days in FY 2007 to 251 days in FY 2008. The government-wide average was 336 days.

IV. Costs

GPO reported paying no monetary benefits for the one pre complaint settlement it reached in FY 2008. GPO expended a total of $54,561 for 20 complaint investigations, for an average expenditure of $2,728.

GPO agreed to pay a total of $45,830 plus other benefits for 4 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For 2 complaint closures with monetary benefits, the average award was $22,915.
