As of September 30, 2008, the Government employed 24,427 (0.88%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 55,264 IWTD were needed. This represented an increase of 458 employees over FY 2007 and a decrease of 1,490 employees since FY 2004. The participation rate for FY 2007 was 0.92% and for FY 2004 was 0.99%. Over the 5-year period The Government had a net decrease of 0.11% in employees with targeted disabilities.
I. Counseling
The Government timely processed 91.2% of the 38,860 pre-complaint counselings (without remands) completed in FY 2008.
II. Bases of Complaints Filed
The bases of alleged discrimination most often raised were: (1) Reprisal; (2) Age; and (3) Race (Black/African American). Of the 16,752 complaints filed government-wide, 4,299 contained allegations of race (Black/African American) discrimination, 1,433 contained allegations of race (White) discrimination, 375 contained allegations of race (Asian) discrimination, 136 contained allegations of race (American Indian/Alaska Native) discrimination, 8 contained allegations of race (Native Hawaiian/Other Pacific Islander) discrimination, 17 contained allegations of race (Two or More Races) discrimination, 1,752 contained allegations of color discrimination and 5,199 contained allegations of disability discrimination.
III. Complaint Processing Times
Of the 11,157 completed investigations, 73.8% were timely. The government-wide average time for completing an investigation was 180 days. Of the agencies completing 25 or more investigations, the U.S. Postal Service had the lowest average of 103 days.
The government-wide average processing time for all complaint closures decreased from 355 days in FY 2007 to 336 days in FY 2008.IV. Costs
The Government agreed to pay $4,027,772 for 7,573 pre-complaint settlements, of which 659 were monetary settlements averaging $6,112. The Government expended a total of $36,573,216 for 11,157 complaint investigations, for an average expenditure of $3,278.
The Government agreed to pay a total of $41,247,965 plus other benefits for 3,383 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 1,658 complaint closures with monetary benefits, the average award was $24,878.
