Targeted Disabilities

As of September 30, 2008, NARA employed 43 (1.37%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 63 IWTD were needed. This represented a decrease of one employee from FY 2007 and a decrease of 3 employees since FY 2004. The participation rate for FY 2007 was 1.49% and for FY 2004 was 1.54%. Over the 5-year period NARA had a net decrease of 0.17% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

NARA timely processed 58.3% of the 24 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Race (Black/African American); (2) Reprisal; and (3) Sex (Male). Of the 10 complaints filed at NARA, 5 contained allegations of race (Black/African American) discrimination, and 3 contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 8 completed investigations, 87.5% were timely. NARA's average time for completing an investigation was 172 days.

NARA's average processing time for all complaint closures decreased from 296 days in FY 2007 to 136 days in FY 2008. The government-wide average was 336 days.

IV. Costs

NARA reported paying no monetary benefits for 6 pre-complaint settlements. NARA expended a total of $29,174 for 8 complaint investigations, for an average expenditure of $3,646.

NARA agreed to pay a total of $5,247 plus other benefits for 4 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 2 complaint closures with monetary benefits, the average award was $2,624.
