Targeted Disabilities

As of September 30, 2008, NRC employed 35 (0.86%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 82 IWTD were needed. This represented an increase of 3 employees over FY 2007 and an increase of 5 employees since FY 2004. The participation rate for FY 2007 was 0.85% and for FY 2004 was 0.93%. Over the 5-year period NRC had a net decrease of 0.07% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

NRC timely processed 100% of the 23 pre-complaint counselings (without remands) completed in FY 2008.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Age; (2) Race (Black/African American); and (3) Sex (Male). Of the 13 complaints filed at NRC, 4 contained allegations of race (Black/African American) discrimination, 1 contained an allegation of race (White) discrimination, 1 contained an allegation of color discrimination and none contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 9 completed investigations, 100% were timely. NRC's average time for completing an investigation was 180 days.

NRC's average processing time for all complaint closures decreased from 946 days in FY 2007 to 343 days in FY 2008. The government-wide average was 336 days.

IV. Costs

NRC agreed to pay $5,000 for 5 pre-complaint settlements, of which 2 were monetary settlements averaging $2,500. NRC expended a total of $28,651 for 9 complaint investigations, for an average expenditure of $3,183.

NRC agreed to pay a total of $44,300 plus other benefits for 5 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For the 2 complaint closures with monetary benefits, the average award was $22,150.
