EEO-1 Data Upload Error Fact Sheet

Invalid company number:

The listed company number is invalid. The company number is the same as your company's login ID. All reports in your file should be under the same company number.

Invalid status code:

Your status code must be either 1, 2, 3, 4, 5, 8, or 9. The appropriate status code for your report can be found below:

1 = SINGLE-ESTAB EMPLOYER MULTI-ESTAB COMPANIES

2 = CONSOLIDATED REPORT

3 = HEADQUARTERS REPORT

4 = ESTABLISHMENT REPORT (50+ EMPLOYEES - NOT FIRST TIME REPORTING)

5 = SPECIAL REPORTING PROCEDURE

8 = STATUS CODE 8 REPORT (LESS THAN 50 EMPLOYEES)

9 = STATUS CODE 9 REPORT (50 EMPLOYEES - FIRST TIME REPORTING)

Status Code 3 Only: Establishment Number for HEADQUARTERS REPORT should be same as Company number:

The establishment number for the Type 3 headquarters report (Status code 3) must match the company number (Field 1).

This Company already has Type 6 reports, System will accept either Type 8 or Type 6

Your company reports establishments with less than 50 employees as Type 6 reports. These are reported in a separate list file (data file 2 or 3). If you want to report these as Type 8, please send a request to e1.techassistance@eeoc.gov about converting your company to use Type 8 reports.

Invalid/Missing EIN:

The line is missing an Employee Identification Number (EIN) or the EIN entered is invalid. The EIN number is a required field for all the records in data file-1 and data file-4; see the new data file specifications. It must be a 9 digit number- no input other than numerical digits is acceptable.

Type 5/ Special Report Requires Approval:

If you need to file a Type 5 report for your company, you must first request permission to do so from the EEOC by contacting 1-866-286-6440

Missing Establishment Name:

The line is missing an establishment name. The name must be from 3 to 35 characters in length.

Line Contains No Data:

The line is empty and has no data. Either fill in the appropriate data, or delete the line if it is extraneous.

Wrong Status Code:

Status code 9 should only be used for new establishments with 50 or more employees. Existing establishments with 50 or more employees should be status code 4.

Missing Address:

The line is missing an address. All reports require a valid address.

Establishment Name cannot be less than 3 Character length:

The Establishment name cannot be less than 3 characters in length.

Establishment Name cannot start with special character:

Establishment name cannot start with a special character. It must start with a letter or number.

Invalid Establishment Name:

The establishment name cannot be listed as "WORKING FROM HOME", "HOME OFFICE", "CORPORATE", or "HEAD QUARTERS". Employees who telework, i.e. work from home, must be included in the EEO-1 report for the location to which they report. DO NOT indicate home addresses for these employees.

Address cannot be less than 4 Character length:

The establishment address cannot be less than 4 Character lengths.

Address must begin with a number or PO BOX:

The establishment address is invalid. It must begin with a number or "PO BOX".

Address in FIELD 5 POSITION 51-84 cannot be equal to Establishment name in FIELD 4 POSITION 16-50:

The establishment name cannot be equivalent to the address for that establishment. Please change the establishment name.

Invalid Address:

Establishment name cannot be listed as "HOME", "REMOTE", "HOME BASED", "TELECOMMUTE", "HOME ADDRESS", "WORK FROM HOME". Employees who telework, i.e. work from home, must be included in the EEO-1 report for the location to which they report. DO NOT indicate home addresses for these employees.

Missing City Name:

The line is missing a city name.

Establishment name cannot be equal to city name:

The establishment name cannot be equivalent to the city name for that establishment. Please change the establishment name.

Missing state abbreviation:

The line is missing a state abbreviation.

State Abbreviation not in District of Columbia and the 50 states:

The listed state abbreviation is invalid. Only those establishments located in the District of Columbia and the 50 states should be reported. No reports should be filed for establishments in Puerto Rico, the Virgin Islands or other American Protectorates.

Missing ZIP/ Invalid ZIP:

The line is missing a ZIP code or the listed ZIP code is invalid. It must be a valid 5 digit ZIP code for that location.

Missing county name:

The line is missing a county name.

Invalid Question C.1:

The line lists an invalid answer to Question C1. This field must list either "1" for yes or "2" for no. Alternatively, the field can list "Y" for yes or "N" for no.

Question C.1: Does the entire company have at least 100 employees in the payroll period for which you are reporting?

Invalid Question C.2:

The line lists an invalid answer to Question C2. This field must list either "1" for yes or "2" for no. Alternatively, the field can list "Y" for yes or "N" for no.

Question C.2: Is your company affiliated through common ownership and/or centralized management with other entities in an enterprise with a total employment of 100 or more?

Invalid Question C.3:

The line lists an invalid answer to Question C3. This field must list either "1" for yes or "2" for no. Alternatively, the field can list "Y" for yes or "N" for no.

Question C.3: Does the company or any of its establishments (a) have 50 or more employees AND (b) is not exempt as provided by 41 CFR 60-1.5, AND either (1) is a prime government contractor or first-tier subcontractor, and has a contract, subcontract, or purchase order amounting to $50,000 or more, or (2) serves as a depository of Government funds in any amount or is a financial institution which is an issuing and paying agent for U.S. Savings Bonds and Savings Notes?

Payroll start date is Less than JUL or Greater than SEP:

The payroll start date is invalid. The pay period must be in July, August, or September of the current survey year.

Invalid payroll start date:

The payroll start date is invalid. The formatting for the start date should be MMDDYYYY, and it must be in July, August, or September of the current survey year.

If you are uploading a File Type 4 CSV you must make sure that the payroll column format is set as "text" to avoid errors. If the column is set as something other than text the payroll date can be displayed incorrectly.

Payroll end date is Less than JUL or Greater than SEP:

The payroll end date is invalid. The pay period must end in July, August, or September of the current survey year.

Wrong payroll year:

The pay period year is wrong. The pay period must be in July, August, or September of the current survey year.

Invalid payroll end date:

The payroll end date is invalid. The formatting for the end date should be MMDDYYYY, and it must be in July, August, or September of the current survey year.

Payroll start date Greater than Payroll end date:

The payroll time range is invalid. The start date is listed as later than the end date.

Invalid NAICS code:

The listed North American Industry Classification System (NAICS) code is invalid. It must be a valid 6 digit number. If you do not know your NAICS code you can look it up in the 2012 NAICS codes and descriptions excel file found here: https://www.eeoc.gov/employers/eeo1survey/

Missing NAICS code:

The line is missing a North American Industry Classification System (NAICS) code. If you do not know your NAICS code you can look it up in the 2012 NAICS codes and descriptions excel file found here: https://www.eeoc.gov/employers/eeo1survey/

There is a Duplicate record with establishment number:

No two reports can have the same Address with the same NAICS code and EIN.  If the establishments are located at the same address AND have the same NAICS code AND the same EIN, the

establishments MUST be combined into only one report.

Missing Official Title:

The line is missing the certifying official's title.

Missing Official Name:

The line is missing the certifying official's name.

Missing Contact Phone:

The line is missing the contact phone number.

Missing Contact Email:

The line is missing the contact email address.

Invalid total for employee data grid line (#1 - #10):

The number reporting the total number of employees in the data grid line row does not equal the sum of the numbers for the row's ethnic/gender breakdown.

Invalid number for employee data grid line (#1 - #10):

The entry in the employee data grid line is not a valid number, or is a character other than a number.

Invalid total for (Ethnicity/Gender) column:

The number reporting the total in the column for a particular ethnicity/gender does not equal the sum of the numbers for that column's job category breakdown.

Invalid total for Overall Total column:

The row 10 number reporting the total in Column O (Total) does not equal the sum of the numbers for the column's job category breakdown.

Invalid Total10/Grand Total less than 50:

Total number of employees reported on this line is less than 50. The status code should be Type 8 - not Type 4 or 9.

Invalid Total10/Grand Total For Type 8 Grater than 50:

The total number of employees reported on this line is 50 or more. The status code should be Type 4 (for existing establishment) or Type 9 (for new establishment) - not Type 8.

Invalid Total10/Grand Total is zero:

The total number of employees reported on this line is 0. No location should be reported with 0 employees. The only report that may have 0 employees is the Type 3 headquarters report.

Missing Establishment Number:

The line is missing an establishment number.

Invalid Establishment Number:

The establishment number is invalid. It must be 7 characters.

Establishment number can only equal company number on Type 1, 2, or 3 records:

The establishment number is invalid because it matches the company number. The only reports with equivalent establishment and company numbers are Type 1, 2, and 3 records.

The given Establishment number has data:

This line's establishment number matches the establishment number for another report. Each establishment number is unique and can only be used for one report. Make sure existing establishments use the correct establishment number designated for that establishment in the system. If the establishment is new, the establishment number field should be left blank.

If you are attempting to re-upload data for an establishment with preexisting data in order to make a correct you must either remove the entry from your file and correct it manually on the online system, or please contact the EEOC at EEO1.Upload@eeoc.gov and request for your data to be reset. Please note that this will reset data for ALL establishments.

Establishment Number does not exist:

The listed establishment number does not exist. Make sure existing establishments use the correct establishment number designated for that establishment in the system. If the establishment is new, the establishment number field should be left blank.
