Training Institute Policies

EXCEL Training Conference, EEO Workshops, and EEO Federal Courses

The Training Institute’s online enrollment and payment system provides attendees with convenient access to register for virtual and in-person training events. To ensure your space at an event, please enroll and pay for the event as early as possible. Late registrations may be accepted if space is available.

Your registration is not complete until both steps are completed. First, complete the enrollment form and pay. Second, submit your Pay.gov receipt within five business days of enrollment.

Pre-payment is required for all EEO Workshops, EEO Federal courses, the EXCEL Conference, and Customized Training classes. Complete enrollment prior to payment.

How to Enroll and Pay

The Training Institute’s online enrollment and payment system is easy. Follow these steps:

  1. Enroll online at: https://www.eeoc.gov/training-institute and pay at Pay.gov. Once you have paid, you receive an immediate Pay.gov confirmation email. 
  2. Submit the Pay.gov receipt within five business days of enrollment to rfdpayments@eeoc.gov.  Nonpayment after five business days results in cancelation of your enrollment.

After successfully completing enrollment, payment, and submission of your Pay.gov receipt, we send you a registration confirmation email. For virtual events, the confirmation email contains the date you receive the conference link and course materials. For in-person events, the confirmation email provides information about the event address and location. If you do not receive a registration confirmation email within five business days, please email the Training Institute: eeoc.traininginstitute@eeoc.gov or call 866-446-0940. 

Enrollment by telephone and mail is not accepted. You must enroll at: https://www.eeoc.gov/training-institute

Payment Methods

Online acceptable credit cards: Government Purchase Card, Debit Card, Visa, MasterCard, and American Express on the Pay.gov Payment Information page.

Online acceptable payments:  Amazon account, PayPal account, Bank account (ACH) on the Pay.gov Payment Information page.

Pay.gov charges are listed as EEOC MISCELLANEOUS COLL on your account statements.

The Pay.gov website is managed and maintained by the Department of Treasury, Bureau of the Fiscal Service. If you experience payment problems or issues using or accessing the Pay.gov website, please contact Pay.gov customer support: https://www.pay.gov/public/about-us/pay-gov-support 

The Training Institute is not authorized to answer any customer service or technical support questions about the Pay.gov website.

Paper checks are not acceptable forms of payment for any Institute event.

For Federal Agencies who do not use Pay.gov:

Intra-governmental payment and collection (IPAC) forms:  Federal Agencies must email a completed Inter-Agency Agreement Form (IAA Form) at the time of enrollment to rfdpayments@eeoc.gov.

Federal agencies are authorized to advance payment for training-related expenses. For additional guidelines and information, refer to the Office of Personnel Management (OPM) Training Policy Guidance, 5 C.F.R. parts 410 and 412.

Requesting a Payment Invoice

Follow these steps to request a payment invoice:

  1. Email the event name, date, and point of contact information to the Training Institute: eeoc.traininginstitute@eeoc.gov. Upon receipt, the Training Institute emails a payment invoice.
  2. Complete an enrollment form (up to five attendees) at: https://www.eeoc.gov/training-institute and pay at Pay.gov. Once you have paid, you receive an immediate Pay.gov confirmation email.
  3. Submit the Pay.gov receipt within five business days of enrollment to RFDpayments@eeoc.gov.  Nonpayment after five business days results in cancelation of your enrollment.

After successfully completing enrollment, payment, and submission of your Pay.gov receipt, we send you a registration confirmation email. An invoice payment without completing an enrollment form is an incomplete registration.

Paying for Multiple Registrants (More than five)

Follow these steps to pay for more than five registrants.

  1. Email the event name, date, number of registrants, and point of contact information to the Training Institute: eeoc.traininginstitute@eeoc.gov. Upon receipt, the Training Institute emails an enrollment form.
  2. Return the completed enrollment form to the Training Institute. Upon receipt, the Training Institute emails a payment invoice.
  3. Follow the invoice instructions and pay at Pay.gov. You receive an immediate Pay.gov confirmation email.
  4. Submit the Pay.gov receipt within five business days of enrollment to rfdpayments@eeoc.gov.  Nonpayment after five business days results in cancellation of your enrollment.

After successfully completing enrollment, payment, and submission of your Pay.gov receipt we send you a registration confirmation email. An invoice payment without completing an enrollment form is an incomplete registration.

Substitutions, Cancelations and Refunds, and Transfer Policies

Substitution(s) of attendees must be submitted at least 10 business days prior to the beginning of the (in-person or virtual) event. The Training Institute needs the following information: event name and date; names of the registrant and substitute; and contact information.

Cancelations and Refunds for the EXCEL Training Conference, EEO Workshops, and EEO Federal Courses:

By the Registrant – to qualify for refunds, all cancelations must be submitted at least 10 business days prior to the event. Refunds are subject to a $35.00 processing fee. No shows do not qualify for refunds.

By the EEOC Training Institute – if events are canceled, the Training Institute notifies you and provides a full refund.

Customized Training Agreements (private and federal sector) – may be amended by the parties’ mutual consent. If any exigent circumstances occur (e.g., government shutdown, furlough, unavailable trainer, etc.) the parties agree to promptly reschedule training to mutually convenient dates and times. To qualify for refunds, cancelation requests must be submitted at least 10 business days prior to the event.  Refunds are subject to a processing fee equivalent to 10% of the total contract.

Transfers (Federal Courses Only):

Email the transfer request to the Training Institute at least 10 business days prior to the event with the following information: name and contact information, original course date, and future course date.

Transfer requests are approved depending upon space availability. Only one transfer is permitted during the federal training course year.

Reasonable Accommodation Requests

If you require a reasonable accommodation, please specify the accommodation needed on the enrollment form. The Training Institute contacts you within 10 business days prior to the event date. If you did not request an accommodation request on the enrollment form, please contact the Training Institute as soon as possible. We make every effort to grant requests; however, we may not be able to process accommodation requests received less than five business days before the event.

Attendance

Federal courses (in-person and virtual) are scheduled nationwide and occur from 8:30am –5:30pm ET The course agenda provides the time zones. Participants are expected to attend the entire class. You may not receive a certificate of completion for partial attendance.

Dress Code

The dress code is business casual. Room temperatures can vary during the day; dress in layers or bring a sweater or wrap.

System (IT) Testing

We encourage registrants to test electronic devices prior to the event to ensure access to the training platform. Test links are provided on the EEO Workshops and the EEO Federal Courses tabs. Failure to test electronic devices five business days prior to the event and to communicate any accessibility or technical issues to the Training Institute may disqualify a refund request. Note to registrants:

A small number of organizations, including some federal agencies, block access to Zoom for Government. Contact your organization or agency at least 5 business day prior to event to ensure access. If Zoom for Government access is not permitted or available, you may access the event with your personal electronic device. Alternate access information is provided.
