Training Institute Policies

EEO Workshops, Federal Programs or EXCEL Conference

The EEOC Training Institute has updated its enrollment, payment, and registration policies and practices to provide registrants with easy access to the courses offered and to facilitate the pre-payment policy. To ensure your place in a workshop, course, or conference, please register for the event as early as possible. Late registrations will be accepted on a space-available basis.

The following information is required to complete the online enrollment, payment, and registration process: Attendee’s contact information, including name, current phone number, job title, current e-mail address, and payment information.

Pre-payment is required for all EEO Workshops, EEO Federal courses, the EXCEL Conference, and Customized Training classes.

How to Register

The EEOC Training Institute’s online enrollment and payment process is easy to manage. Enroll online at and pay to receive an immediate email confirmation via Pay.Gov. Please retain a copy of that information from  Enrollment without payment does not reserve a seat at an event. One must enroll and pay to confirm registration. Once you have completed registration, you will receive an email registration confirmation from the Training Institute.

Bring your e-mail registration confirmation from the Training Institute to the workshop, course, or conference.

The Training Institute does not accept enrollment by mail, all enrollments must be completed online:

Payment Methods

Online by acceptable credit cards: Select Government Purchase Card, Debit Card, Visa, MasterCard, or American Express on the payment page.

Online by other acceptable payments:  Amazon account, PayPal account, Bank account (ACH) on the payment page.  for all electronic payment methods.

All charges will be listed as EEOC MISCELLANEOUS COLL on your statement.

The Training Institute will not accept paper checks for EEO Workshops, EEO Federal courses, and the EXCEL Conference.

Mailed Intra-governmental payment and collection (IPAC) forms from a Federal Agency: If you are a federal agency paying by IPAC, you must mail a completed Inter- Agency Agreement Form (IAA Form) at the time of enrollment.

NOTE: Federal departments and agencies have the authority to authorize advance payment of training-related expenses. Additional information and guidance are found in the U.S. Office of Personnel Management Training Policy Handbook and at 31 U.S.C. 3324, 5 U.S.C. 4109(a)(2).

Requesting a Payment Invoice

To request a payment invoice, please email the Training Institute and include the Event Name, Date, and your contact information.  Upon receipt, an invoice will be emailed to you.  You will not receive confirmation of registration until you have enrolled, and payment is received.  Submitting an invoice without enrollment does not reserve a seat at an event. One must enroll and pay to confirm registration.

Paying for Multiple Registrants (5 or more)

To register multiple attendees, please email the Training Institute and include the Event Name, Date, Number of Registrants, and your contact information.  An enrollment form will be emailed to you. Please complete the form and email it back. Upon receipt of the completed enrollment form, a payment invoice will be emailed to you. Please follow the instructions on the invoice to make your payment and complete the registration process. Once the registration process is complete, you will receive an email confirming registration.

Substitutions, Cancellations, Transfers and Refunds

Substitution(s) of attendees may be made 10 business days prior to the beginning of the event whether it is in-person or virtual. Be sure all communication with the EEOC Training Institute includes the registrant’s name and event date. Once an approved request is processed you will receive a confirmation email regarding your request.

Cancellations for Federal Courses and EEO Seminars:

By the Registrant - All cancellations must be received more than 10 business days prior to an event to be eligible for a refund, less a $35.00 processing fee. No shows are not eligible for a refund.

By the EEOC Training Institute - If an event is cancelled due to low enrollment or for some other administrative reason, you will receive an e-mail notification and a full refund.

Customized Training Agreements (private and federal sector) can be amended by mutual consent of both parties. The parties agree that in the event of a government shutdown or furlough, or the illness or unavailability of the designated trainer, the parties will work to reschedule the training on a mutually convenient date as promptly as possible. A cancellation request must be received more than 10 business days prior to the event start date to be eligible for a refund less a 10 percent (10 percent of the total contract) processing fee.

Transfers (Federal Courses Only):

A Transfer Request is the movement of your current registration to a future workshop or course that is of the same content, duration, and fee.  Additionally, the transfer of a workshop or course must happen within the same workshop or course year. To transfer to a future course, you must submit a written request to the EEOC Training Institute at least 10 business days prior to the start of the originally registered course. Your written transfer request should include the original registered course and the course you are requesting as a transfer. Approval is dependent upon space availability. Only one transfer request may be honored in the workshop/course year.

Upon approval of your Transfer Request, you will cancel your original registration and then register for the new workshop/course. See information on cancellation policy.

Reasonable Accommodation Requests

If you require a reasonable accommodation, please note the accommodation request on the registration form and the EEOC Training Institute will contact you within 10 business days prior to the start of your workshop/course.  If you require a reasonable accommodation and did not advise of this need at the time of your registration, please contact us as soon as possible.  We make every effort to grant requests for reasonable accommodations, however, there are some accommodations that require a minimum of 48 hours’ notice to schedule.  Please be advised that we are unable to guarantee that requests received less than 48 hours prior to an event will be processed as requested.


Federal courses usually begin at 8:30 a.m. and end at 5:00 p.m. (EST) Participants are expected to attend the entire class and failure to complete the entire class may result in your not receiving a certificate of completion for the course.  Workshops are held nation-wide, and the event agenda contains the start time and time zone.

Dress Code

The dress code is business casual. Room temperatures can vary during the day; dress in layers or bring a sweater or wrap.

System (IT) Testing

We encourage registrants to test their system prior to the actual training event to ensure proper connection to the training platform.  Test links are provided on the EEO Workshops and the EEO Federal Courses tabs.  Failure to test your system prior to the date of the course/workshop and communicate those technical issues to the EEOC Training Institute may impact your ability to get a refund.  Test links for Web(X), Adobe Connect, and Zoom for Government are provided below:

Note to registrants:

A small number of organizations, including some federal agencies, block Zoom, so check with your organization to make sure you can access the workshop.  If your organization does not allow Zoom access on its devices, you may access the workshop through your personal device.
