Brittany Bull Panuccio, Commissioner

Brittany Bull Panuccio was confirmed by the U.S. Senate on Oct. 7, 2025 and sworn in as a Commissioner of the U.S. Equal Employment Opportunity Commission (EEOC) on Oct. 27, 2025, for a term expiring in July 2029.

Commissioner Panuccio has committed her career to civil rights, equal opportunity, and public service. She has served in a variety of roles within the federal government. Prior to joining the Commission, Panuccio served as an Assistant U.S. Attorney (AUSA) in the Southern District of Florida. As part of the Appellate Division, Panuccio litigated and argued civil and criminal appeals in the U.S. Court of Appeals for the Eleventh Circuit. She advised trial AUSAs regarding complex legal issues and supported trial teams with briefing and arguing novel issues in the U.S. District Court for the Southern District of Florida.

During the First Trump Administration, Commissioner Panuccio served at the U.S. Department of Education as Attorney Advisor to the Assistant Secretary for Civil Rights and then as Special Counselor in the Office of the General Counsel. In those positions, she advised senior department officials about legal and policy issues relating to regulatory reform and cases arising under federal antidiscrimination laws. Panuccio co-authored the 2018 Title IX Notice of Proposed Rulemaking, which was the precursor to the 2020 Final Rule that the department enforces today. Among other things, the rule prescribes a consistent, transparent, and unbiased grievance process for resolving formal complaints of sexual harassment. The rule strengthens protections for victims of sexual harassment while ensuring due process for the accused.

Panuccio also detailed to the U.S. Department of Justice to assist with the confirmation of U.S. Supreme Court Justice Brett Kavanaugh. She clerked for Hon. Neomi Rao of the U.S. Court of Appeals for the D.C. Circuit and Hon. Don R. Willett of the U.S. Court of Appeals for the Fifth Circuit.

Panuccio started her legal career at Jones Day in the Labor & Employment Group. She litigated cases arising under Title VII of the Civil Rights Act, the National Labor Relations Act, the Fair Labor Standards Act, and state defamation and contract laws. Panuccio devoted most of her pro bono practice to representing a student with severe disabilities seeking reasonable accommodations from his public school.

Panuccio graduated summa cum laude from Northwestern University with a Bachelor of Arts in English and a minor in Sociology. She graduated cum laude from Northwestern University Pritzker School of Law with her Juris Doctorate. Panuccio served as notes editor of the Northwestern University Law Review.

Prior to law school, Panuccio was a Teach for America Corps member. She taught 8th grade language arts at Miami Edison Middle School in Miami’s Little Haiti neighborhood.
