EEOC Federal Sector Occupation Cross-Classification Table (December 20, 2021)

The following tables provides guidance to federal agencies in cross-classifying federal employees into the nine Federal Sector (FedSec) occupation groups and other relevant codes for MD-715 reporting purposes.  Agencies are encouraged to contact the designated contact person within the Office of Federal Operations’ Agency Oversight Division for technical assistance when questions extend beyond what is explained below.

The first table, “OPM/Federal Sector Job Group/SOC/EEO Tabulation (Census) Crosswalk”, is for use by all federal agencies. The second table, “U.S. Postal Service-Specific Occupations”, lists occupations specific to the United States Postal Service (USPS) that do not have occupation series defined by the Office of Personnel Management (OPM).

  1. "OPM SERIES NUMBER (December 2018)" lists, in ascending order, every job occupation series in use by OPM for federal occupations as of December 2018. Employees classified into codes that OPM has rendered inactive, and are thus not shown below, should be reclassified promptly by the agency's human resources staff in consultation with the agency's Equal Employment Opportunity Program.
  2. "OPM SERIES TITLE (December 2018)" applies to the OPM series number shown in the first column.  Within the official title, agencies may, for internal use, append additional information to distinguish specialized tasks or duties performed within the occupation.
  3. "SUPERVISORY FEDERAL SECTOR JOB GROUP" refers to the Management occupational category, which is the first of nine categories used by EEOC for MD-715 reporting.  See MD-715 Instructions, Section IV, Subsection II(C).  Since every job series can be a supervisor, agencies must identify the number of supervisory positions for each job series in the following three sub-categories:
    1. Executives (1)
    2. Managers (1)
    3. Supervisors (1)
  4.  “NON-SUPERVISORY FEDERAL SECTOR JOB GROUP” includes eight of the nine occupational categories.  See MD-715 Instructions, Section IV, Subsection II(C).  Agencies must identify the number of non-supervisory employees for each job series in the following eight categories:
    1. Professionals (2)
    2. Technicians (3)
    3. Sales Workers (4)
    4. Administrative Support Workers (5)
    5. Craft Workers (6)
    6. Operatives (7)
    7. Laborers and Helpers (8)
    8. Service Workers (9)
  5. "2018 SOC CODE” refers to Office of Management and Budget (OMB), Standard Occupational Code Manual (2018 edition).  Each SOC code indicates the most precise match, or "cross-map", between each federal occupation and its civilian labor force (CLF) counterpart, as designated by the Department of Commerce, Bureau of the Census (Census) and the Department of Labor, Bureau of Labor Statistics (BLS).  The SOC code contains a two-digit prefix, a dash and, usually, a four-digit suffix.

    In those cases where two, three or four digits of the suffix are replaced by letters X or Y, it was determined that data for two or more similar occupations had to be combined to maintain Census confidentiality rules prohibiting possible disclosure of respondent information.  
  6. "2014-2018 EEO TABULATION (CENSUS) CODE" is the four-digit code identifying each occupation for which EEO data is reported in the EEO Tabulation.  The EEO Tabulation is derived from the American Community Survey (ACS). The data to be used was collected during each year from 2014 through 2018, and then, aggregated into the designated format in a timely and methodologically reliable manner.
  7. "2014-2018 EEO TABULATION (CENSUS) OCCUPATION TITLE" applies to the Census/ACS code shown in the previous column.  In some cases, the federal and Census titles are the same; they are in all instances comparable.
  8. In the “U.S. Postal Service-Specific Occupations” table, “USPS OCCUPATION TITLE” contains occupation titles previously reported by USPS on MD-715 Workforce Tables and occupation titles found on USPS’s website. All other columns in this table have the same definitions provided above.
  9. Please see the bottom of this page for notes on the creation of these tables, including explanations for hashtags (#) added to titles or numeric codes and differences from the documentation of the 2014-2018 EEO Tabulation.
  10. The OPM/Federal Sector Job Group/SOC/EEO Tabulation (Census) Crosswalk was revised from the December 2021 version to add two occupations: Photoengraving (OPM 4425) and Bank Note Designing (OPM 4445). All other cross-classifications have not changed since the December 2021 version.

After a thorough comparison of OPM series descriptions and SOC occupations, EEOC found that sometimes a better match existed for an OPM series that was not listed on the documentation of the 2014-2018 EEO Tabulation.
