Targeted Disabilities

As of September 30, 2009, AID employed 16 (0.57%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 56 IWTD were needed. This represents an increase of one employee over FY 2008 and an increase of 4 employees since FY 2005. The participation rate for FY 2008 was 0.59% and for FY 2005 was 0.50%. Over the 5-year period AID had a net increase of 0.07% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

AID timely processed 61.3% of the 31 pre-complaint counselings (without remands) completed in FY 2009.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Reprisal; (2) Race (Black/African American); and (3) Age. Of the 9 complaints filed at AID, 3 contained allegations of race (Black/African American) discrimination, 2 contained allegations of race (Asian) discrimination, 1 contained an allegation of color discrimination and no complaint contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 12 completed investigations, 50% were timely. AID's average time for completing an investigation was 227 days. Of the agencies completing 25 or more investigations, the Tennessee Valley Authority had the lowest average of 100 days.

AID's average processing time for all complaint closures increased from 442 days in FY 2008 to 460 days in FY 2009. The government-wide average was 344 days.

IV. Costs

AID agreed to pay $41,400 for 4 pre-complaint settlements, of which 4 were monetary settlements averaging $10,350. AID expended a total of $34,739 for 12 complaint investigations, for an average expenditure of $2,895.

AID agreed to pay a total of $224,280 plus other benefits for 11 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For complaint closures with monetary benefits, the average award was $20,389.
