Presidential Task Force Publishes Report on Eradicating Anti-Christian Bias and Restoring Religious Liberty

Report details the Biden Administration’s radical efforts to punish Christians and highlights President Trump’s efforts to restore religious liberty

WASHINGTONToday, the Task Force to Eradicate Anti-Christian Bias published a report detailing how the Biden Administration’s prosecutions, policies, and practices demonstrated anti-Christian bias throughout the federal government, in accordance with Executive Order 14202. The U.S. Equal Employment Opportunity Commission (EEOC) worked closely with the Department of Justice to advance this significant effort.

The 200-page report collects the detailed findings of the seventeen federal agencies on the Task Force, as well as other agencies which also uncovered religious discrimination. The report examines how the Biden Administration pushed its radical policy agenda, even when its actions violated religious liberty protections under Title VII of the Civil Rights Act of 1964.

“Religious liberty is a first freedom, not a second-class right—a foundational principle our Founders recognized 250 years ago and that President Trump has advanced through one of the most ambitious civil rights agendas in decades,” said EEOC Chair Andrea Lucas. “The EEOC is delivering meaningful relief and fighting every day to uphold Title VII’s workplace protections, ensuring America’s workers never have to choose between their faith and a paycheck.”

For the EEOC portions of the report, the agency conducted a thorough review of agency actions and charge data to determine the impacts of the Biden Administration’s anti-Christian bias.

  Among the Task Force’s many findings, the EEOC highlighted:

  •  The Biden EEOC failed to provide timely review for federal EEO religious accommodations requests, leaving employees exposed to adverse consequences without meaningful interim protection.
  • The Biden EEOC expanded Title VII beyond statutory authority, effectively dismissing sincerely held religious beliefs regarding sexual orientation, gender identity, and abortion as “discrimination in hiring … cloaked as religious practice.”
  •  The Biden EEOC did not sufficiently use its platform to provide additional public information about EEOC’s process and forms for handling vaccine religious accommodation requests during the COVID-19 pandemic. 
  • The Biden EEOC’s enforcement activity of vaccine mandate charges reflects an anemic institutional response. The agency estimates it received over 10,000 charges of discrimination related to COVID-19 since January 2021, and almost all of those (9,800) alleged a violation of Title VII for failure to accommodate religion. Out of these thousands of Title VII charges, the Biden EEOC only found cause in approximately 400 (less than 4%) and from that set, the Biden EEOC only brought four, small lawsuits against private employers. None of these were major, large-scale lawsuits involving dozens or hundreds of employees, despite the agency receiving many charges alleging large-scale practices affecting dozens to hundreds of employees at many companies.

While this report details the egregious actions of the Biden Administration against Christians, it also demonstrates how the Trump Administration is restoring the rights of Christians — and all Americans — to practice their faith without fear of government punishment. Examples include: 

  • Since January 2025, the EEOC has vigorously enforced Title VII’s requirement to accommodate employees sincerely held religious beliefs and practices, provided it does not cause an undue hardship. The agency is committed to protecting workers of all faiths in their right to be free from discrimination in the workplace, as evidenced by its publicly announced enforcement actions securing more than $22.8 million in religious discrimination matters to date.
  • In particular, since January 2025, the EEOC has publicly announced meaningful relief for hundreds of individuals who alleged religious discrimination related to their employer’s COVID-19 vaccine mandate, totaling more than $18.95 million in recoveries for these workers. 
  • The Commission rescinded the agency’s harassment guidance of 2024, which was already partially vacated by a federal court.

The EEOC is committed to religious liberty for all and will continue to support President Trump’s mandate to eradicate anti-Christian bias throughout the federal government.

The EEOC is the sole federal agency authorized to investigate and litigate against businesses and other private sector employers for violations of federal laws prohibiting employment discrimination. For public sector employers, the EEOC shares jurisdiction with the Department of Justice’s Civil Rights Division.
