Externship Requirements

The Office of Commissioner Panuccio is looking for rising 2L, 3L, or LLM law student externs, with strong legal research and writing skills, and a demonstrated interest in employment law, civil rights, administrative law, regulatory law, and/or appellate law, particularly as it concerns the statutes enforced by the Commission. Externs will be supervised by an attorney and will have opportunities to produce legal work-product.

Externships are unpaid positions, but the Office of Commissioner Panuccio will assist students with their applications for externship participation, academic credit, and external stipends.

Externs’ Responsibilities

Externs conduct research and prepare memoranda on a range of issues under the federal civil rights statutes and other relevant federal statutes. Externs assist in reviewing, researching, and making recommendations on the documents presented for approval by the Commission, such as policy guidance, litigation recommendations, federal sector appellate cases, amicus briefs, opinion letters, and subpoena determinations. Externs also assist with the review and development of potential Commissioner’s charges of discrimination. Finally, externs may assist in drafting talking points and speeches for the Commissioner and preparing for Commission and stakeholder meetings.

About the EEOC

The EEOC is the sole federal agency authorized to investigate and litigate against businesses and other private sector employers for violations of federal laws prohibiting employment discrimination, including sexual harassment. For public sector employers, the EEOC shares jurisdiction with the Department of Justice’s Civil Rights Division; the EEOC is responsible for investigating charges against state and local government employers before referring them to DOJ for potential litigation. The EEOC also is responsible for coordinating the federal government’s employment antidiscrimination effort. Its work is overseen by a multi-member body made up of commissioners appointed by the President and confirmed by the Senate, with the chair designated by the current President of the United States.
