Targeted Disabilities

As of September 30, 2009, GSA employed 100 (0.80%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 250 IWTD were needed. This represents an increase of 3 employees over FY 2008 and a decrease of 15 employees since FY 2005. The participation rate for FY 2008 was 0.81% and for FY 2005 was 0.91%. Over the 5-year period GSA had a net decrease of 0.11% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

GSA timely processed 95.8% of the 168 pre-complaint counselings (without remands) completed in FY 2009.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Reprisal; (2) Race (Black/African American); and (3) Age. Of the 103 complaints filed at GSA, 38 contained allegations of race (Black/African American) discrimination, 5 contained allegations of race (White) discrimination, 1 contained an allegation of race (Asian) discrimination, 11 contained allegations of color discrimination and 31 contained allegations of disability discrimination.

III. Complaint Processing Times

Of the 71 completed investigations, 93% were timely. GSA's average time for completing an investigation was 190 days. Of the agencies completing 25 or more investigations, the Tennessee Valley Authority had the lowest average of 100 days.

GSA's average processing time for all complaint closures increased from 343 days in FY 2008 to 386 days in FY 2009. The government-wide average was 344 days.

IV. Costs

GSA agreed to pay $2,550 for 13 pre-complaint settlements, of which 1 was a monetary settlement averaging $2,550. GSA expended a total of $208,600 for 71 complaint investigations, for an average expenditure of $2,938.

GSA agreed to pay a total of $497,911 plus other benefits for 19 complaint closures through settlement agreements, final agency decisions, and final agency orders fully implementing AJ decisions. For complaint closures with monetary benefits, the average award was $26,206.
