Targeted Disabilities

As of September 30, 2009, RRB employed 9 (0.93%) Individuals with Targeted Disabilities (IWTD). In order to have met the federal 2% participation rate goal, 19 IWTD were needed. This represents a decrease of one employee from FY 2008 and a decrease of 2 employees since FY 2005. The participation rate for FY 2008 was 1.04% and for FY 2005 was 1.09%. Over the 5-year period RRB had a net decrease of 0.16% in employees with targeted disabilities.

EEO Complaint Processing

I. Counseling

RRB timely processed 100% of the 3 pre-complaint counselings (without remands) completed in FY 2009.

II. Bases of Complaints Filed

The bases of alleged discrimination most often raised were: (1) Reprisal; (2) Race (Black/African American); and (3) Age. Of the 2 complaints filed at RRB, 1 contained an allegation of race (Black/African American) discrimination, and no complaints contained allegations of color or disability discrimination.

III. Complaint Processing Times

Of the 2 completed investigations, 100% were timely. RRB's average time for completing an investigation was 176 days. Of the agencies completing 25 or more investigations, the Tennessee Valley Authority had the lowest average of 100 days.

RRB's average processing time for all complaint closures decreased from 330 days in FY 2008 to 222 days in FY 2009. The government-wide average was 344 days.

IV. Costs

RRB reported no counseling settlements in FY 2009. RRB expended a total of $6,140 for 2 complaint investigations, for an average expenditure of $3,070.

RRB reported no complaint closures through settlement agreement, final agency decision, or final agency order fully implementing an AJ decision in FY 2009.
