Jiashen You Named New Chief Data Officer for EEOC

WASHINGTON – Chair Charlotte A. Burrows of the U.S. Equal Employment Opportunity Commission (EEOC) has named Dr. Jiashen You as the agency’s new chief data officer and head of its Office of Enterprise Data and Analytics (OEDA), the federal agency announced today.

“We are pleased to have Dr. You as our Chief Data Officer,” said EEOC Chair Charlotte A. Burrows. “His familiarity with the EEOC and his proven track record of leadership will serve the agency well as we work to leverage data in support of the EEOC’s mission.”

Dr. You’s duties will include ensuring that enterprise data are available, reliable, consistent, accessible, secure and timely to support the mission and activities of the agency. In addition, the chief data officer chairs the EEOC Data Governance Board and manages the open government data effort, such as how the EEOC creates and makes available public data products.

“I am humbled by the talented workforce and the vast potential of the data assets that power our organization,” said Dr. You. “Together, we have the opportunity to harness the insights provided by data to drive meaningful change, improve efficiency, and enhance evidence-based decision making. As the chief data officer and director of OEDA, I look forward to working with my colleagues and stakeholders to leverage our data assets and make a positive impact.”

OEDA aids program offices in comprehensively assessing data needs, including those related to the investigation and litigation of workplace civil rights claims. Dr. You will work closely with the agency leadership to establish data governance policies and processes, identify opportunities to use data to improve operations and services and ensure compliance with data privacy and security regulations.

Dr. You previously served as the director of the EEOC’s Information and Data Access Division within OEDA. During his career at the EEOC, he has led the establishment of the agency’s Enterprise Data Warehouse. He also led the design and launch of the public-facing interactive data query tool, EEOC Explore, and the publication of expanded EEO-1 Component 1 public use files.  As part of the EEOC’s annual EEO-1 Component 1 data collection, private employers with 100 or more employees and federal contractors that have 50 or more employees and meet certain criteria are required to report annually the number of individuals they employ by job category and by sex and race or ethnicity.

Prior to joining the EEOC, Dr. You worked at the Office of Immigration Statistics at the U.S. Department of Homeland Security. He started his federal career as a mathematical statistician at the U.S. Census Bureau. Dr. You majored in mathematics and information and computer sciences at the University of Hawaii, Manoa, and holds a master’s degree in mathematics and a Ph.D. in statistics from UCLA.
