Beatrice Pacheco

Meeting of October 23, 2008 – Issues Facing Hispanics in the Federal Workplace

Bea began her federal employment as a staff attorney with the Office of General Counsel at the Department of Veterans Affairs, then moved on to take the position of Senior Attorney Adviser with the Office of Equal Opportunity, National Labor Relations Board. She joined the U.S. Department of Transportation in June of 2002.

Bea Pacheco currently serves as Associate Director, EEO Programs Division, Departmental Office of Civil Rights, Office of the Secretary, U.S. Department of Transportation. She is responsible for all proactive, preventive civil rights programs in the Department, including affirmative employment, Alternative Dispute Resolution, policy development and training.

Bea has over 20 years experience in civil rights and EEO law. As an attorney with the VA, she represented management officials before EEOC administrative judges and in civil litigation. She provided training in all aspects of EEO law to civil rights staff, managers and supervisors, as well as employees in general. As senior attorney advisor, Equal Opportunity Office, National Labor Relations Board, Bea was responsible for all aspects of complaints processing, from ensuring counseling was provided, to conducting and reviewing investigations, drafting and reviewing final agency EEO decisions, and training supervisors and managers.

Bea is an experienced trainer in the areas of diversity, affirmative employment, harassment, EEO law, and conflict resolution. Bea is also a trained mediator and mediates EEO and labor dispute cases for a variety of government agencies through the Federal Shared Neutrals Program.

Bea was born in Embudo, New Mexico, and grew up in the San Luis Valley in southern Colorado. She received her Bachelor of Arts in Political Science from Adams State College in Alamosa, Colorado, and her Juris Doctor from the University of Colorado in Boulder, Colorado. She has two wonderful children, Nick and Alexandra, and resides in Arlington, Virginia.
