EEOC Guidance

Pursuant to Executive Order 13891 and OMB Memorandum M-20-02, the Equal Employment Opportunity Commission (EEOC) has created a single, searchable, indexed database that links to all EEOC guidance documents currently in effect. They also require agencies to develop procedural regulations for issuing guidance. Requests that the EEOC issue, reconsider, modify, or rescind a guidance document may be directed to guidance.comments@eeoc.gov.

Information relating solely to the process for claims of federal employees is not included in this database, but is available on our Management Directives and Federal Sector Guidance page.

The contents of these guidance documents do not have the force and effect of law and are not meant to bind the public in any way. These documents are intended only to provide clarity to the public regarding existing requirements under the law or EEOC policies. EEOC may not cite, use, or rely on any guidance that is not posted on this website, except to establish historical facts. The EEOC's required Small Business (SBREFA) report is available.

The Commission is proposing to update its Compliance Manual on Religious Discrimination and is offering the public a chance to comment on the proposal. The proposed document and a way to submit comments can be found at https://beta.regulations.gov/document/EEOC-2020-0007-0001.
